KWSB Default Recovery Cell inaugurated

KARACHI: Managing Director Karachi Water & Sewerage Board KWSB Misbahuddin Farid inaugurated the KWSB Default Recovery Cell on Thursday 14th March at 9th Mile Karsaz.

All Deputy Managing Directors, Officers and employees of KWSB and a large number of media personnel were also present on this occasion. The Default Recovery Cell would ensure recovery in two phases. In first phase negotiation and motivation strategy would be adopted however during the second phase strict actions including disconnection of supply and confiscation of property would be taken.

Speaking at a ceremony, MD KWSB Misbah Farid congratulated DMD Revenue Waqar Hashmi on increasing the recovery by 30 percent. He said that KWSB recovery was at 320 million and has now been increased up to 520 million. He said that 2013 is the year of recovery and we hope that our recovery would reach the 1000 million mark by December. However for better recovery and better provision of facilities we need the consumers and citizens to cooperate with KWSB.

He said that all Chief Engineers must cooperate with Revenue Department since it is our duty to ensure swift provision of water supply to the citizens of Karachi. Furthermore, multi-storey buildings in the city are increasing very rapidly but the recovery is as low as 10 percent. We were in dire need to conduct surveys and bring these building on the tax net. Similarly we are also facing problems in recovery from Industrial Areas.

He further stated that out of 18 towns in the city only 7 towns pay their bills and the rest hardly pay any dues. We have requested several times that National Accountability Bureau must be given the task to recover no millions but Billions of KWSB dues as they are already performing the task for KESC, he added.

Misbah Farid also stated that there are almost 600 slums in the city comprising of 4550% of the population in the city however the recovery is only 1 percent despite the fact that water supply and sewerage infrastructure and supply is present in 90 percent of these slums Katchi Abadi. Recently established Katchi Abadi Cell is conducting a survey and would submit a report within 15 days.

He requested the Federal Government that Provincial Government must pay the bills as they are in all other cities. He also expressed that KMC betterment charges have not been paid to KWSB yet whereas, Cantonments have been asked for Betterment and Commercialization charges however the decision has not been made yet. He said that KWSB NOC for installation of connection at multi story construction site must be deemed necessary.

He provided the Default Recovery Cell with 20 Motorcycles and 6 Vehicles for the recovery campaign. He distributed shields amongst the officers who have shown good performance. DMD RRG Waqar Hashmi also briefed the gathering regarding Default Recovery Cell and the recovery campaign.
