All Parties preparatory Meeting before hearing of WAPDA Tariff Petition on issue of NHP

Peshawar: A preparatory meeting was held at the Chief Minister Secretariat under the co-chairmanship of Governor Khyber Pakhtunkhwa, Sardar Mahtab Ahmed Khan and Chief Minister, Khyber Pakhtunkhwa Pervez Khattak.

Meeting was also participated by Mr. Asad Qaisar, Speaker Provincial Assembly, parliamentary leaders from treasury and opposition benches in Khyber Pakhtunkhwa Assembly, MPAs and Cabinet Ministers including Senior Minister for LG&RD, Ministers for Education and Energy and Power, Health and Public Health. Provincial Government was represented by the Chief Secretary, Secretary Energy and Power and Secretary Finance.

The meeting decided that the Chief Minister Pervez Khattak will lead the provincial team before NEPRA for pleading the NHP issue on Tuesday, 08 September, 2015, and all parliamentary leaders of Khyber Pakhtunkhwa Assembly will accompany him.

Chief Minister Khyber Pakhtunkhwa in his opening remarks welcomed and thanked the Governor to grace the occasion on such a short notice. He explained that the issue of Net Hydel Profit (NHP) is vital for the fiscal stability of the Province.

Despite numerous decisions of CCI and NFC etc., WAPDA has been adamant in paying only the capped sum of NHP at Rs. 6.00 Billion annually and that too reluctantly.

He then explained that after years of hectic negotiations and persuasion, a Technical Sub- Committee of the Federal Government agreed to uncap the NHP at the rate of Rs. 1.10 per kWh as per Minutes dated 16.03.2013, which were later ratified by Ministerial Committee on 16.03.2015 resulting in a tariff petition by WAPDA before NEPRA, now fixed for public hearing on 08.09.2015. In this Petition WAPDA has asked NEPRA to uncap NHP at the rate of Rs. 1.10 per kWh.

He requested the Governor and all opposition leaders that in this matter of significant provincial interest, all parties needed to rally support and voice the provincial position in unison.
