CM extends TLWM  for six months

Peshawar: The Chief Minister Khyber Pakhtunkhwa Pervez Khattak while underlining the need for welfare of poor widows and special persons has announced giving extension to the welfare body of provincial govt namely Tanzeel Lilsail Wal Mahroom (TLWM) for further six months with the additional task that it would also work for the rehabilitation of these important segments of society besides continuing its poor specific welfare schemes in education, health and other social welfare sectors.

He was chairing a meeting on performance and extension of TLWM and Foundation for Deserving Widows and special people here at CM Secretariat Peshawar. The meeting was attended by Dr. Mehar Taj Roghani Advisor to CM on Social Welfare, former Chief Secretary Abbullah, Khalid Pervez Additional Chief Secretary, Syed Hidayat Jan Secretary Ushr, Zakat & SW, Secretary Finance Syed Badshah Bukhari, Secretary Law Zainul Arifeen, Mohammad Ishfaq Principle Secretary to CM, Capt ® Azaz-ur-Rehman Chairman TLWM, Akbar Ali Project Director and other concerned authorities.

Pervez Khattak said unfortunately almost half of the population of Khyber Pakhtunkhwa is living below the poverty line.  It is not possible for a single department to cover all needs of such destitute but it was also essential to take concerted and result oriented steps for welfare of the poorest segments of society as well as remove duplication of responsibilities.

The Chief Minister said that basic aim of our govt was not to spend lavishly rather waste our precious resources of the hard earned taxes of the mostly poor masses in the name of welfare without results and targets but to ensure the real welfare of poor and destitute.

He said that welfare activities for poor under health, education and social welfare departments are continued but rehabilitation of those is also essential who come out of its ambits. He said that though work was done on it in the past but no fruitful results were yielded.

Secretary Social Welfare Syed Hidayat Jan told the meeting that TLWM under the direct supervision of CM Secretariat is helping the neediest people whose beneficiaries exceeded one million persons across the province. It was decided on this occasion that Tanzeem Lissail-e-Wal Mahroom shall be extended for another period of 06 months w.e.f 01-01-2015 to 30-06-2015 or till amendment in the Act of Foundation whichever is earlier.

For extension in PC-1, the process of PDWP has to be observed, TLSWM and Deserving Widows and Special Person Foundation will be integrated under the name of TLSWM with unified administrative structure is already setup for the Foundation with requisite changes, instead of merging the Tanzeem with the Foundation, the Foundation mandate shall be made part of the Tanzeem.

The activities of the Foundation related to Widows and Special Persons will be added to those of Tanzeem Lissail-e-Wal Mahroom. For this purpose necessary amendments in the Act shall be made, the Tanzeem Lissail-e-Wal Mahroom shall retain its name, identity and functions within the expanded mandate, focusing on the welfare of Widows and Special Persons as well.

In order to streamline the transfer of the Foundation to the Tanzeem, the Chief Minister Khyber Pakhtunkhwa constituted a committee comprising of Mehr Taj Roghani, Advisor to Chief Minister for Social Welfare & Women Development, Abdullah Ex-Chief Secretary, Khyber Pakhtunkhwa, Secretary Zakat, Ushar, Social Welfare & Women Development Department, Secretary Law, Khyber Pakhtunkhwa, Secretary Finance, Khyber Pakhtunkhwa and Chairman Deserving Widows and Special Persons Foundation.
