Larkana: Sindh health department has changed the criteria of procurement of medicines and hospitals supplies, centralizing all purchases of government-run hospitals through a central purchasing body.
That Sindh Health Department through its notification No. SO (M&I)2-1/2014(Main), dated: 28th February, 2014 has directed to all the Drawing & Disbursing Officers (DDOs) in Sindh to stop all procurement of drugs/medicines etc. as all drugs/medicines’ purchases will be made by a Procurement Committee (PC) formed by Health Secretary.
Previously Health Department had directed all these DDOs to constitute such PCs in their respective Institution which were constituted and approved as well as notified by it and the tenders were floated in the newspapers by them. Against these advertisements technical & financial bids were received by the DDOs and the successful bidders were about to be awarded supply orders when the above illegal notification was issued by the HD curbing powers of these DDOs just to grab money in the name of commission, well informed sources said.
The new notification was sent to Director General Health Services Sindh, Hyderabad, all the District Health Officers/Medical Superintendents and other Drawing & Disbursing Officers in Sindh province asking them “to bring to standstill by stopping all the procurement process forthwith, pending at any stage, as further proceeding will henceforth be undertaken by another procurement committee constituted earlier on 25th February vide No: SO (E&A(HD)17-9/2014. This Notification has been signed by Section Officer (General) of the Health Department.
These notifications have been issued with the approval of Competent Authority and in supercession of all previous orders/ notifications issued by Health Department regarding procurement, in pursuance of Rule-7 (Constitution of Procurement Committee), Sindh Public Procurement Rules, 2010.
The Health Department PC will work under the chairmanship of Prof: Dr. Masood Hameed Khan, President PM&DC and will consist of members including Prof: Muhammad Younis Soomro, Prof: Dr. Saeed Qureshi of Civil Hospital Karachi,, Prof: Dr. Tariq Mehmood of Head of JPMC Radiology, Sain Dino Chief Pharmacist LUMH, Additional Secretary (PM&I), Representatives of Finance & P&D Departments not below the rank of BS-19, Dean of concerned specialty of AKUH/Ziauddin Hospital/Indus Hospital/SIUT/Technical member from Government and International partner. (co-opted member).
The terms of reference of this committee as enshrined in the said Notification are preparing bidding documents, carryout technical as well as financial evaluation of the bids, preparing evaluation report as provided in Rule 45, making recommendations for the award of contract to the competent authority and perform any other function ancillary and incidental to the above.
After the receipt of this notification all procurement process has been stopped due to which the shortage of drugs/medicines has started to surface in various teaching hospitals, district headquarters hospitals, rural health centers, BHUs and other specialist services hospitals, said the sources, adding Local Purchase of these medicines has also been stopped for non-availability of required funds.
