Motor Vehicles Amendment Bill introducedMarch 24, 2014
KARACHI: The Provincial Motor Vehicles (Amendment) Bill, 2014 was introduced in the Sindh Assembly here on Monday. Minister for Parliamentary Affairs, Sikandar Mandhro introduced the bill, aimed at bringing improvements in the law with increased fines on traffic violations.
The Sindh Assembly met here 1 hour and 25 minutes late then its scheduled time of 10:00am, which Aga Siraj Durrani in chair.
The Chair announced that the Governor of Sindh has given assent to 9 bills. These bills include The Sindh Emergency Procurement Bill, 2014, The Prevention of Defacement of Property Bill, 2013, The Sindh Solid Waste Management Board Bill, 2014, The Sindh Land Revenue (Amendment) Bill, 2013, The Registration (Sindh Amendment) Bill, 2013, The Sindh Healthcare Commission Bill, 2013, The Sindh Environmental Protection Bill, 2014, The Sindh Building Control (Amendment) Bill, 2014, and The Sindh Service Tribunals (Amendment) Bill, 2014.
During the question hour, information minister Sharjeel Memon told the house that the government had approved a project of Rs30million regarding extension of SITE industrial area in Hyderabad. He said the government also approved this contract and also paid Rs15mn advance to a contractor. However, the contractor fled after receiving advance payment of Rs15mn and did not spend even one rupee on the project. When asked what legal action the government took against the contractor, he replied that an inquiry was in progress in the regard.
Poonjo Mal Bheel and Zubair Ahmed Khan of MQM tabled an adjournment motion to discuss a definite matter of urgent public importance namely famine in district Tharparkar. However, the Minister for Parliamentary Affairs, Sikandar Mandhro opposed the motion saying there was more than one subject in the adjournment motion. He said the movers wanted to discuss the drought, but they have also mentioned diseases and deaths in it. Opposition leader Faisal Sabzwari said that the diseases and deaths were the outcome of the drought and they were not separate issues and the drought and its consequences were a single issue. He questioned how you can discuss the issue of drought by not mentioning the diseases and deaths occurred due to it. However, Sikandar Mandhro continued to oppose the motion on ‘technical grounds’ and the speaker also ruled it out of order. However, it was agreed that the issue would be discussed for two hour through a ‘motion’ tomorrow. Later, Mandhro moved the motion and the speaker ruled that it would be discussed for two hours on the next day.

The issue of election of the standing committees and other committees was deferred as the parties said to submit their names within a day or two.
During the session, the Speaker asked PML-F’s Nand Kumar to sit in the front row at the place of former Parliamentary leader of PML-F Imtiaz Shaikh, as according to his party’s instructions/request. Therefore, he became the new parliamentary leader of PML-F from today.
