Muzaffar Saeed terms the KP budget as tax free and balance

Peshawar: Khyber Pukhtunkhwa Minister for Finance Muzaffar Saeed had termed the current budget of KP as tax free and balance saying that in the budget sufficient increase in salaries of Provincial Government employees has been made which is more than the Federal Government , while up gradation of grade 1 to 15 Government Servants has also been made.

In his post budget press conference the minister said total outlay of the budget for 2015-16 is Rs 487.88 billion while total estimated expenditure for the year 2015-16 including ADP would be 487.88 therefore it is a balance budget.

Muzaffar has said no new tax has been imposed however certain changes have been made in different taxes being collected in Khyber Pukhtunkhwa which in turn will generate 270 million extra revenue for the province.

Muzaffar said that out of Rs 487.88 the total province will receive Rs250 billion from the federal divisible pool and Rs30 billion for the War on Terror.

Similarly, he said federal government would pay the province Rs68 billion as net hydel profit and arrears of electricity, and Rs19.41 billion as royalty of oil and gas. He hoped that net hydel profit would be uncapped as per promise of federal finance minister Ishaq Daar.

For the Annual Development Programme (ADP), Muzaffar Saeed said that Rs174.88 billion had been set aside under which 911 ongoing development schemes would be completed while 614 new schemes would be initiated.

Saeed said that Rs97.54 billion had been proposed for education, reflecting a 21% increase, while Rs29.95 billion had been proposed for health.

In education, women university Mardan and engineering university campus would be established in Dir upper, he narrated in his budget speech.

Likewise in education sector he said that in the province 150 new primary schools, 100 new secondary schools would be constructed, 50 girls middle schools would be granted the status of High and 50 girls High schools would be granted the status of Higher Secondary Schools, IT Laboratories would be constructed in 500 government High and Higher Secondary Schools, according to need and importance new government colleges would be constructed in the province.

In health Sector, buildings for Nowshera Medical College and Zulfiqar Ali Bhutto Medical College Peshawar would be constructed while Medical College at lower Dir would be established. Peshawar Institute of Cardiology would be made functional, he said.

In his budget speech provincial finance minister said that for the fiscal year 2015-16 Rs32.74 billion has been allocated for improving the capability of the police department and government had decided to make 10% increase in the pension and salaries the government employees.

He refuted the opposition objection regarding the preparation of budget in Bani Gala saying that Imran Khan had given its advises as well JI Amir Siraj was also consulted to get his advises in preparation of budget for the KP.

While replying a question, he said in ADP for 2015-16 amount has been set aside for the construction of missing link of ring road.
