NA SPEAKER STRESSES FOR COLLABORATION BETWEEN PAKISTANI AND BRITISH PARLIAMENTJuly 9, 2014
Islamabad: Speaker National Assembly, Sardar Ayaz Sadiq has stressed for exploring possibilities of joint collaboration between the National Assembly and House of Commons in Legislative Drafting, Rules of Business and other Parliamentary Practices.
He expressed these views while meeting with Speaker of the House of Commons John Bercow at the House of Parliament , according to a message received from London.
Talking to his British counterpart, he briefed him on the new initiatives taken by him in order to improve the performance of the National Assembly of Pakistan. He informed about the National Assembly’s Strategic Plan through which the capacity of the Parliamentarians and parliamentary staff would be enhanced.
The Speaker also informed them about the introduction of subject/course on Parliamentary Practices and Legislative Drafting in universities and educational institution all over the country. The Speaker also informed regarding the steps taken for austerity measures in the National Assembly Secretariat, adoption of electrification requirements through solar energy and establishing paperless office. Earlier he presented the One Year Performance Report to his British counterpart.
Speaker John Bercow welcomed the Pakistani delegation and showed keen interest in knowing the working of the Pakistani Parliament. He appreciated the prudent leadership of the Speaker Sardar Ayaz Sadiq for initiating austerity measures and introducing different mechanism for the development of his Secretariat.
Both the Speakers shared their experiences in the Chair when they have to keep the delicate balance between the Treasury and the Opposition. Sardar Ayaz Sadiq praised the British tradition of not contesting against the Speaker.
He invited his British counterpart to the 2015 Commonwealth Parliamentary Association (CPA) General Assembly in Pakistan to which the latter agreed to attend. Besides, the delegation also attended briefings on UK’s Audit System, Parliamentary Outreach and Speaker’s Parliamentary Placement Scheme.
During their meeting with Lord Speaker of the House of Lords Baroness D’Souza, both sides discussed ways and means to enhance cooperation between their respective Parliaments.
Speaker Sardar Ayaz Sadiq informed Baroness D’Souza that following the British Parliamentary Studies Program, National Assembly of Pakistan had also developed its own program which was being dove-tailed into Pakistani system. The two sides agreed to continue sharing their experiences in future as well.
The delegation found their briefing at the UK’s National Audit Office very useful and informative. Similarly they found several commonalities and yet a great potential for learning from Speaker’s Parliamentary Placement Scheme. The two sides also discussed exchange of internees between the two Parliaments. The Pakistani delegation comprises MNAs; Mr. Mehmood Khan Achakzai, Raja Javed Ikhlas, Dr. Darshan and Dr. Arif Alvi.
