SHC seeks comprehensive report on Nullah encroachments

KARACHI: The Sindh High Court (SHC) on Monday directed all District Metropolitan Corporations (DMCs) of the metropolis to furnish comprehensive report regarding removal of encroachments from rain-water drains (Nallas) within one month.

The High Court directed DMCs to appoint a focal person who is well conversant with the facts of the case along with a report as to what funds were allocated to them last year and where those funds were applied. “If the said details are not provided on 28th October, the administrators of DMCs would be called in person” the court’s order stated.

The court directed DMC East, West, South, Central, Malir and Korangi to expedite the cleaning of drains and removal of encroachments from Nallas falling in their respective jurisdictions.

The court was hearing the petition filed by Rana Faizul Hassan, Secretary General of Human Rights Commission of Pakistan, who sought the cleaning and removal of encroachments from storm water drains.

According to the petitioner big and small storm-water drains, which are the major source of the draining out of rainwater, had been encroached, causing inconvenience to public as rainwater accumulates in the areas.

The petitioner pointed out that 90% storm-water drains passing through highways have been encroached.

Despite the higher judiciary’s order in 2013 the KMC had failed to remove the encroachments over rainwater drains yet.

He stated that all storm-water drains, including Lyari Naddi, Malir Naddi, Korangi Naddi have been encroached, which causes hurdle in draining out rainwater in monsoon season. He said that people have also encroached upon the drains by establishing buildings.
