Ban under Section 144 imposed on excavation of sand and gravelJune 3, 2013
Karachi: After Managing Director Karachi Water & Sewerage Board’s repeated reminders to Provincial Secretary Home regarding illegal sand and gravel excavation from Thaddu Nala, Bazar Nala and especially Malir River, the home department has imposed Section 144 of Cr. PC. Moreover, concerned SHOs have been granted authority for action under Section 188.
All concerned S.H.Os have been directed to take strict action against sand and gravel mafia excavating with the help of heavy machinery. Secretary has also informed M.D KW&SB about the decision and copies have been sent to Chief Secretary Sindh, I.G Sindh, Principal Secretary to Governor Sindh, Principal Secretary to Chief Minister Sindh and other concerned officers.
M.D KW&SB has hoped that Zonal Administration and Police would take the threat seriously and strictly implement the section 144.
Earlier the Section 144 was imposed on 19th April 2011 however implementation on the decision was pending; the decision was renewed on 23rd May 2013 by Home Department.
M.D KW&SB stated that he repeatedly sent reminders to higher authorities and if the sand gravel mafia is not brought down immediately KW&SB bulk water supply lines would face heavy damage. This would create water supply crises throughout the city. Due to excavation in Malir River bulk water supply lines and conduit bringing supply to Karachi from Dumlottee wells are facing imminent danger. These lines and conduits are already visible above the ground at several spots and are prone to damage during monsoon due to heavy rain water pressure.
In his letter he informed higher officials that 84inch diameter bulk supply lines pass through Gadap and Malir Town. These lines and conduits must be buried under ground as per engineering rules however due to illegal excavation these lines are emerging above the surface.
He informed that due to excavation in Gadap Town Dumlottee Conduit No 3 and its intersection, Dumlottee No 8, Haji Noor Muhammad Goth, Dursa Chunno, Bakhshani Chunno and Link Road No 8 and 9 lines are visible above the ground.
