Evening classes in Chandka Medical College turns a big issuesJuly 16, 2013
RATODERO: The differences between the VC of Shaheed Mohtarma Benazir Bhutto Medical University SMBBMU and Pakistan Medical & Dental Council PM&DC has come to surface over starting of evening classes in Chandka Medical College CMC, Larkana.
Despite opposition by PM&DC, the Vice Chancellor in collusion with the Principal, CMC, has started first year MBBS classes in evening shift even though the teaching faculty is facing acute shortage of FCPS qualified doctors. PM&DC has asked the Vice Chancellor, SMBBMU, Larkana, in a letter dated: 10th July 2013 to refrain from violating of opening of evening shifts in medical & dental institutions of Larkana owing to the reason that teaching faculty of the college is severely deficient to fulfil the minimum requirements of PM&DC for 250 MBBS admissions as per PM&DC criteria particularly in basic sciences subjects.
The letter sent by Shaista Faisal, Acting Registrar, PM&DC, Islamabad further pointed out that SMBBMU authorities have already been informed that the training of students in an institution in evening shift cannot cover under the law and shall have penal consequences as ordered by the Supreme Court of Pakistan 2007 SCMR 323 and violation of PM&DC Ordinance 1962 and Medical & Dental Council Amendment Act, 2013 which is liable to take action under Section 22A & 22B of Medical & Dental Council Amendment Act, 2012. The letter further added that a public notice was issued to the administration of BBMU by the Acting Registrar of PM&DC which was published in various newspapers in which you were warned not advertise for admission/admit in MBBS/BDS graduates in the evening programme.
The add further added that any violation of the notice shall result in penal action under section 22A and 22B of the Medical & Dental Amendment Act 2012 and under the decision of Supreme Court of Pakistan. You were also advised in your own interest to refrain from admission in the above programme but the BBMU authorities did not give any importance to all these warnings and admitted over 60 students in MBBS classes in evening shift which started on Tuesday.
Another misappropriation on the head of BBM University, pointed out by the PM&DC letter, is that an unrecognized Bibi Aseefa Dental College is functioning in Larkana which need to be addressed and stopped being violation of PM&DC Act.
The Executive Committee/Council of PM&DC has decided to conduct the pending comprehensive inspections of medical/dental colleges of Larkana after Ramadan. The copies of this letter have also been sent to Secretary, Ministry of National Health Services, Regulations & Coordination, Government of Pakistan, Islamabad, Sindh Health Secretary, Principal of CMC and BBMU Registrar.
The first MBBS class of evening shift at CMC was taken by Prof: Zafar Pirzado of Biochemistry in which only 35 students out of 68 admitted attended the class. 100 admissions have been planned for which test was conducted and successful candidates are being issued letters of admission. Sources said that even those students have been admitted on the recommendation of influential political persons who were failed in the test ignoring merit.
It has already been reported that many faculties are being headed by diploma holding doctors instead of FCPS including Radiology which is vital diagnostic tool. So much so that CT Scan reports are not being issued to the patients who pay exorbitantly for every CT Scan because of the fact that a diploma holding doctor is heading the Radiology Department. Sources further said that VC, HR Director, Registrar, & Director Admissions of the university are themselves diploma holders which is said to be sheer violation of HEC rules.
Director admissions Dr Waheed Memon told Media that medical colleges are running in bungalows of Karachi and nobody is taking action against them but the university started in the name of slain PPP chairperson has been taken on notice which shows the biased attitude of the concerned people. He further said that bureaucrats are very active against this university but he assured the evening students to continue to attend their classes without fear as the teaching faculty will support them fully.
Meanwhile, paramedics of Chandka Medical College have once again started their movement with single agenda to remove Vice Chancellor without further loss of time because of his deeds and misdeeds. Paramedic staff association office-bearers of CMC including Sobdar Shaikh, Noor Hulio, Muhammad Soomro and others told PPI that they gave up their movement when local PPP leadership came to them and assured them of resolving their basic issues but despite passage of sometime nobody has turned up to talk to them so they have once again established camp at the college gate with single demand to remove VC immediately and accept just demands of the employees. They further said that ever since the posting of the current VC the university has only gone bad to worse as it has failed to complete the teaching faculty of the colleges. He has only done corruption and nothing else, they added. They further demanded high level enquiry against the VC.
