Major reshuffle in health departmentApril 28, 2013
Ratodero, Sindh: The caretaker government of Sindh has ordered a major reshuffle in provincial health department.
Sindh Government through a notification No: SOISGA&CD2/4/2013 H56 dated: April 25, 2013, has transferred and posted 66 officers of BS20 and 19 in various Institutions of Health Department including teaching hospitals. Dr. Syed Mahboob Shah BS-19 has been transferred from the post of Medical Superintendent MS, Chandka Medical College Hospital, Larkana and Dr. Safiullah Abbasi BS20 has been posted as new MS. Dr. Fattah Bughio has been transferred as District Health Officer DHO Larkana whereas Dr. Khalilullah Shaikh has been posted as new DHO Larkana.
Sources said that Dr. Bughio occupied this post of BS-20 since last five years when he was in
BS-18 because he is the elder brother of former PPP MNA Nazir Bughio. Both the transferred doctors have been directed to report to Health Department, Karachi.
Dr. Mir Muhammad Shaikh Senior, Medical Officer BS19, Principal, Public Health School, Larkana, a post of BS-20, has been reposted as Vice Principal BS19 and he shall also lookafter the charge of the post of Principal, in addition to his own duties. Likewise Dr. Mushtaq Hyderi, Senior Medical Officer BS-19, Principal, Paramedical Institute, Larkana, a post of BS-20, has been reposted as Vice Principal BS-19 and he shall also lookafter the charge of the Principal, in addition to his own duties.
Both these seats are said to be not for doctors but these are to be occupied by Nursing Tutors. Dr. Zulfiqar Siyal BS19, MS, Mahar Medical College Hospital, Sukkur has been replaced by Dr. Ashfaq Ahmed Bhutto, Senior Medical Officer BS20, as he was awaiting posting. Dr. Siyal has been directed to report to Health Department.
In this way four BS20 officers of Health Department have been given postings which were previously occupied by junior officers on notorious OPS basis since last five years on the recommendations of political persons which not only produced bad governance but also killed the concept of merit. It also developed a sense of insecurity among the senior officers as they were deprived of their proper postings due to non availability of influence.
Health Department sources said that these transfers and postings have been done in accordance with the directions of apex court but even then many BS20 officers are awaiting proper postings.
Dr. Safiullah Abbasi took over the charge of MS CMCH, Larkana on Saturday evening and Dr. Khalilullah Shaikh will take over as DHO Larkana on Monday as their office was observing holiday.
