MRI, CT Scan project in limbo due to bureaucratic apathy

RATODERO: The MRI/CT scan project of 2006-07 at four major teaching hospitals of Sindh is still lingering, causing severe blow to the ailing needy patients as the MRI of Karachi and CT Scan of Chandka Medical College Hospital (CMCH) are out of order.

The total project was approved for Rs564-00 million for Civil Hospital, Karachi, CMCH, Larkana, Peoples Medical College Hospital, Nawabshah and Liaquat Medical University Hospital, Jamshoro/Hyderabad.

This project is not started in Nawabshah as yet despite passage of years which shows corruption has strengthened its roots at all levels.

Only CT scan was installed at CMCH which started functioning on 21st March, 2013 and it went out of order after two months. The site plan for installing the machinery was approved and handed-over to the contractors M/s Medequips, Raditech International, and Platinum on November 11, 2009, but the construction was delayed for years, said sources.

The tendering & procurement process of all the stations for required machinery/equipment was carried out at Health Department in Karachi and they finalized the models, specifications etc. without consulting the concerned medical superintendent of the Hospital who is the end user.

The contractors did not cooperate with the end users as they had contacts with the head office during construction work or during the installation but the site was constantly visited by the concerned non-technical staff of the Hospital. No tender document was provided to the end users by the health Department’s P&D wing to verify the material that was to be installed at the site neither the project has yet been handed over to CMCH.

The project has not yet been completed by the contractors and MRI facilities are non-existence as it is yet to be commissioned and CT scan is out of order as rats have damaged its cables and its UPS system was faulty and substandard, reliable sources told PPI.

The hospital administration after complaints of the poor needy patients started CT scan at their own which only worked for two months and since then there is nobody to get it repaired because everything was executed by the Health Department hence it is their responsibility to get it repaired through the contractors whom they awarded the contracts and ensure completion of the project everywhere at all the four stations.

Ironically, the supplier has not yet completed the delivery of the required items as 100 syringes of 150ml of power injector have not been supplied; IV Pole Infant cradle has not been supplied; Lead apron and lead gloves have not been supplied. The vendor has also not supplied the safety certificate from Pak Nuclear & Radiation Authority. Cut tube having 6.0MHU heat unit with 60 KV generator 042 second scan time and internal PABX, security camera, paging system, emergency light, fire extinguishers, Laser Printer black & white and eight film views/illuminator 14”x17” size are also yet to be supplied by the contractor.

This all was revealed when tender documents were collected by the Hospital administration from P&D Wing of the Health Department, Karachi.

Radiologists’ training abroad in an English-speaking country for four weeks has not yet been arranged by the vendor due to which no reporting is being made of CT scan investigations and instead of four weeks site training of radiologists and technologists only two weeks training was given by the supplier.

On the other hand, Shaheed Mohtarma Benazir Bhutto Medical University, Larkana, has not yet been able to recruit FCPS qualified Professor of Radiology and all the Radiologists (Chairman/Professors/HODs) are diploma holders who are educating Chandka Medical College students since last 40 years. This is the reason that these diploma holding doctors are unable to make reports of CT scan investigations.
