Plea to give promotions to worthy employees

KARACHI: Civil Aviation Authority (CAA) employees having engineering degrees and working in lower grades have appealed to the caretaker government and their organisation to promote them to PG-08 equivalent to BPS-17 as done in the past as per the organization rules.

“We have been deprived of right to promotions which is human rights violation. In the past history, lower employees having engineering degrees were promoted to PG-08, but why is so that we have been pushed to the wall,” Zainal Abideen Khuhro, an affected CAA employee, told PPI.

He said that double standards in the appointments should be brought to an end and justice be provided to engineering students because they had spent lacs of rupees on their education in a hope that they would be once engineering employees and contribute to the development of the country and the nation.

Zain said: “I along with Abdul Hameed Shaikh, M Ayub Tabassum, Tabraiz Ali, Inam Ali, Hassan Mehmood and Arif Ali are working in PG-05 (BPS-13) to PG-06 (BPS-15) and have submitted individual applications to Secretary Cabinet Nargis Sethi through proper channel for getting deserving promotions. He hoped that Nargis Sethi would consider their case on humanitarian basis and award them promotions so that they could serve their organisation in real manners.

He said that a joint application had also been sent to Chairman Pakistan Engineering Council for grant of PG-08, which is their due right. He also hoped that engineering council would also do the needful.

He said that lower grade employees having engineering degrees and working in CAA were promoted in PG-08 in 1999 but it is injustice that they have still not been given such promotions despite performing duty for over 12 years.

He said, “CAA is reluctant to promote them, violating its own rules under which such promotions were made in the past.” He asked the caretaker government to take notice of the issue and help resolve it so as to encourage engineering graduates and develop engineer sector of the country.

The PPP government had failed to give them due promotions despite making big claims of being labour-friendly party, hence, we pin hope on the caretaker government that it would take up the promotion issue and resolve it before formation of new democratic government.

Zain also asked Chief Justice Iftikhar Mohammad Chaudhry to take notice of the injustice in promotions in CAA and help award the same to them on humanitarian grounds so that we could pass our lives peacefully and earn livelihood for their children without any trouble.
