Scientist moves SHC against bids to oust him as DG NIO

Karachi: Senior scientist AR Tabrez, director general of National Institute of Oceanography NIO Karachi, has moved the Sindh High Court SHC against the Ministry of Science and Technology which, according to him, wants to replace him by another DG of institute on political basis.

A division bench of SHC headed by Justice Faisal Arab directed secretary, Ministry of Science and Technology and federal law officer to furnish their replies in response to petitioner’s contention. The petitioner, Dr AR Tabrez, who is serving as director general NIO stated before court that ministry concerned was taking steps to replace him by another person on the political basis which, according to him, would damage efficiency and image of NIO.

The petitioner said that after the retirement of then DG, he as senior scientist was given the charge of director general of the institution in 2011. However, he added that since then he had achieved various goals and initiated a program of mutual cooperation in the field of Marine Sciences and Technology with China besides signing an agreement in this regard which were major significant works.

He said that agreement was aimed at establishing close cooperation for addressing the issues related to socioeconomic development of the coastal areas of Pakistan. He stated in the petition that no complaint has been recieved so far against him.

He said that post of the director general of the institute is filled by the promotion on basis of seniority; addin petitioner being senior was given charge as DG of the institute. However, he said that ministry concerned wanted to replace him by an outsider and undeserving person.

The petitioner prayed to court to restrain the Ministry of Science and Technology from taking any coercive action against him and replacing him.
