Education Ministry decides to utilize hostels as academic blocks in ICT


Ministry of Federal Education and Professional Training has decided to utilize hostel buildings of two colleges, ICB and ICG as academic blocks.

In a statement, Secretary Federal Education and Professional Training Mohyuddin Wani said that this decision has been taken on order to address the pressing issue of admission pressure.

He said through collaborative efforts with the principals of both institutions, we will transform these buildings into academic blocks, effectively increasing capacity for 300 additional students in each college.

He said this strategic repurposing will not only optimize resource allocation but also enhance the academic environment, providing a win-win solution for all stakeholders.

Has HEC Stopped Funding to Sindh’s Universities?


The Higher Education Commission (HEC) Chairman Dr. Mukhtar Ahmed offered a detailed insight into the ongoing financial support for universities in Sindh. Addressing concerns about the continuation of grants, Dr. Ahmed reassured stakeholders that the flow of funds to Sindh’s educational institutions would persist beyond the speculated deadline of June 1.

Dr. Ahmed shed light on the historical context surrounding the proposed suspension of grants to provincial universities, revealing that the notion had emerged during the tenure of former federal education secretary Waseem Ajmal. However, he clarified that this proposition remained at the preliminary stage and did not progress further.

Emphasizing the regulatory framework governing such decisions, Dr. Ahmed highlighted the indispensable role of the Council of Common Interests in approving any potential cessation of grants to provincial universities. He underscored the HEC’s steadfast opposition to such a proposal, asserting that halting funding without prope
r authorization would contravene established protocols.

Commending the proactive measures taken by the provincial government, Dr. Ahmed acknowledged a significant uptick in the allocation of grants to universities in Sindh. He disclosed that reports indicated a substantial increase from the existing Rs. 26 billion to Rs. 40 billion, signaling a tangible commitment to bolstering higher education in the region.

Dr. Ahmed expressed optimism regarding the anticipated surge in funding, foreseeing a positive impact on the financial stability of universities. With the envisaged augmentation in grants, he envisaged mitigation of financial challenges plaguing educational institutions and a subsequent enhancement of the academic landscape in Sindh.

Iranian President, Chairman Senate agree to further expand parliamentary exchanges


Chairman Senate Syed Yusuf Raza Gillani held a meeting with Iranian President Dr. Seyyed Ebrahim Raisi in Islamabad today.

Both the sides were unanimous in views on the importance of enhancing bilateral dialogue and cooperation in diverse fields.

They agreed to further expand parliamentary exchanges and to promote cultural cooperation and people-to-people ties.

RDA Sends Notices to 2 Illegal Housing Society in Rawalpindi


The Rawalpindi Development Authority (RDA) has taken swift action against two illegal housing schemes operating in mouza Trahia Chakbeli Link Road Rawalpindi, which commenced development activities and marketing without obtaining approval from the RDA.

The schemes in question, Park View City Phase II near T-Chowk G.T. Road Rawat and Baku City, have been actively soliciting the general public to purchase plots, posing a significant risk to individuals’ hard-earned money, according to an RDA spokesman.

Director General of RDA, Kinza Murtaza, has instructed the Director of Metropolitan Planning and Traffic Engineering (MPandTE) to initiate action against illegal advertisements and marketing practices. Furthermore, FIRs (First Information Reports) will be filed against the owners of these unauthorized housing schemes.

Owners of the illegal housing projects have been warned to cease all marketing activities immediately and to approach the RDA to obtain the necessary No Objection Certificates (NOCs) as per the
law. Failure to comply will result in strict legal repercussions.

In the interest of the public, DG Kinza Murtaza has advised against investing in unauthorized housing schemes and urged individuals to verify the legitimacy of such projects with the RDA before making any investments. Information regarding approved housing schemes can be accessed through the RDA website.

The RDA has also reached out to the Federal Investigation Agency’s (FIA) Cyber Crime Wing to take legal action against the dissemination of illegal and deceptive advertisements promoting these unauthorized housing schemes, aiming to protect the public from falling victim to fraudulent activities.

The actions of the owners of these illegal housing schemes constitute serious offenses under Rule 37 of the Punjab Development Authorities Private Housing Schemes Rules, 2021, highlighting the RDA’s commitment to upholding regulatory standards and safeguarding the interests of the public.

Iranian President, PM Shehbaz agree on joint efforts to eradicate terrorism


Pakistan and Iran have agreed to increase the volume of bilateral trade to ten billion dollars in next five years.

The understanding to this effect reached during a meeting between Prime Minister Muhammad Shehbaz Sharif and Iranian President Dr. Seyyed Ebrahim Raisi in Islamabad today. The Ministers and senior officials from both sides were present in the meeting.

The two leaders discussed the entire range of bilateral relations and exchanged views on important regional and global developments.

Underscoring the rich history of relations between Pakistan and Iran, the two leaders reaffirmed commitment to expand wide-ranging bilateral cooperation, particularly in the areas of trade, energy, connectivity, culture and people-to-people contacts.

They also agreed to cooperate in developing joint approaches to confront common challenges including the threat of terrorism.

During the meeting, President Raisi and the Prime Minister Shehbaz Sharif expressed strong and unequivocal condemnation of the indiscriminate
use of force by Israeli occupation authorities in Gaza for over seven months.

The two leaders reiterated the call for international efforts to an immediate and unconditional ceasefire, lifting of the siege and humanitarian relief to the people of Gaza.

The Prime Minister lauded the Iranian leadership, especially Supreme Leader Ayatollah Ali Khamenei, for Iran’s unequivocal and principled support for the Kashmiri people and their legitimate rights.

PM Orders Free Meals for Students


The Ministry of Federal Education and Professional Training is gearing up to roll out the National Nutrition Programme in Islamabad, marking a significant step towards advancing child education and healthcare initiatives.

Scheduled to commence on May 1, the programme is the result of directives issued by Prime Minister Shehbaz Sharif, underscoring the high-level commitment to addressing crucial socio-economic issues affecting children’s development.

Spearheaded in collaboration with the esteemed Allah Wala Trust, the National Nutrition Programme is poised to make a significant impact by addressing the nutritional needs of students enrolled in government primary schools throughout Islamabad.

Pakistan, Iran sign 8 agreements and MoUs for cooperation


Pakistan and Iran have signed eight agreements and MoUs for cooperation in diverse fields.

The agreements included cooperation in security, judicial assistance in civil matters and veterinary and animal health.

The two countries signed an MOU for establishment of a special economic zone whilst another was signed for film exchanges and cooperation between Ministry of Information and Broadcasting and Organization of Cinema and audio visual affairs of Iran.

Ministry of Overseas Pakistanis and Ministry of Cooperatives, labours and social welfare of Iran as well as Pakistan Standards and Quality Control Authority and National Standards Organization of Iran also signed MOUs of cooperation.

An MOU was also signed on legal cooperation.

The ceremony was witnessed by the Iranian President and Prime Minister Shehbaz Sharif.

Comsats University Rector Caught in Major New Controversy


Comsats University Islamabad (CUI) has found itself entangled in controversy as its university syndicate, led by an interim rector, has recently amended a clause in its statute.

The university has been operating under interim leadership since the resignation of Dr. Mohammad T. Afzal, with senior Dean Prof Dr. Sajid Qamar overseeing affairs until a permanent rector is appointed.

Favoritism in Hiring Faculty Members

Furthermore, the positions of registrar, treasurer, and controller are also being managed under interim arrangements. Amidst the turmoil, a group of faculty members has come forward with allegations of favoritism against the rector.

During a conversation with a local media outlet, they accused him of blatant violations of rules and ignoring merit. According to a faculty member, Dr. Sajid Qamar allegedly made alterations to the statute last month, particularly regarding the appointment of department heads, to favor certain faculty members.

Under the current rules, a Head of Department (HOD) is
selected from three senior professors and an equal number of associate professors. However, faculty members stated that the syndicate changed this rule last month, expanding the pool to include the ten most senior professors, from whom one would be chosen as the HOD.

They alleged that this change was made to favor the rector’s preferred candidates. They added that Prof. Qamar’s responsibilities were limited to day-to-day affairs, suggesting that altering rules exceeded his authority.

The faculty members supported their claim by referencing a letter from the Establishment Division dated April 9, 2021, regarding the look-after charge. They stated that the University Senate held the authority to give financial and administrative powers, particularly in the case of a look-after rector, who was appointed by the chancellor.

The faculty members also claimed that Professor Waqas Masood, who was appointed as the head of the Physics Department on June 18, 2021, for a three-year term, was unlawfully replaced by a jun
ior professor by the rector last year.

They asserted that when the issue was brought before the Islamabad High Court, the rector was compelled to overturn the appointment. However, instead of reinstating a senior professor, the rector appointed an associate professor as the new head in February this year.

Student Transfer and Harassment Cases

The faculty members further alleged that CUI, in violation of regulations, permitted the transfer of a student from the Department of Computer Science at the Wah campus to the same department at the Islamabad campus.

Moreover, they claimed that there were two harassment cases against a faculty member who had close ties to the look-after rector. While these cases were supposed to be decided by the university’s harassment committee, which was established in 2023 for a two-year term, both the convener and a committee member were suddenly removed last month.

They also accused the rector of employing a PhD student to teach courses originally assigned to him in the bachel
or’s program of Physics. ‘Students filed a complaint against this violation of their rights with the HOD on Jan 13, 2024. Despite several reminders, their complaint has not been taken up,’ they added.

Upper Management’s Response

General Manager of Rector Secretariat Naveed Ahmed Khan dismissed all allegations made by the group, asserting that the current rector made decisions per rules and regulations. He added that the rector possessed the full authority to manage the university’s affairs, just like previous interim rectors.

‘He [rector] has authority to chair meeting of syndicate and take decisions in interest of the university,’ he said. He claimed that it was the syndicate not the rector, who approved changes to to the statute related to appointment of HODs.

Moreover, he also described the transfer of students from Wah to Islamabad as legal.

In response to a question, he said that a selection committee proposed the appointment of the current registrar for a three-year term. However, the Senate did no
t approve it initially due to a certain issue, which was later resolved.

Meanwhile, the registrar’s three-year term has concluded, and his case will be referred to the Senate to determine whether he should continue or if a fresh advertisement should be initiated. Moreover, a regular rector will soon be appointed as a search committee is scheduled to commence interviews starting Monday.

‘The treasurer was appointed in 2017 when it was Comsats Institute and the treasurer’s position was in grade OG-IV and the Act says no person will be lowered in rank after passing of the Act from parliament.’

He further mentioned that the change in the convener and a member of the harassment committee occurred due to delays in finalizing inquiries on their part.
